BY-LAWS
OF
THE WYOMING STATE TRAP SHOOTING ASSOCIATION
ARTICLE I
PURPOSE
SECTION 1: The purpose of this association is to promote and govern the sport of
amateur trap shooting throughout the Sate of Wyoming.
ARTICLE II
CORPORATE POWERS
SECTION 1: The corporate powers of the Association shall be vested in the Board
of Directors.
SECTION II: There shall be no corporate stock.
ARTICLE III
OFFICES
SECTION I: The principal office of this association shall be in a City and
County in the State of Wyoming and shall be designated by a majority vote of the
Board of Directors.
SECTION II: The resident agent in charge of said principal office shall be
designated by a majority vote of the Board of Directors.
SECTION III: The Board of Directors may change the principal office of the
Association from time to time to any other City and County in the State of
Wyoming and may change the agent at any time by a majority vote of the Board of
Directors.
ARTICLE IV
AFFILIATION
SECTION I: This Association shall be affiliated with the Amateur Trapshooting
Association of America, Vandalia, Ohio that will hereafter be referred to as the
ATA.
SECTION II: This Association hereby adopts and incorporates as a part of these
By-Laws for the purpose of the regulation of all trap shoots conducted hereby in
the State of Wyoming, the rules and regulations of the ATA as they may now exist
or hereafter be amended.
ARTICLE V
MEMBERSHIP
SECTION 1: Membership may be secured in this Association for a period of one
year by any legal resident of the State of Wyoming provided such applicant shall
be a current member of the ATA and further that said applicant shall have paid a
membership fee in the amount designated by a majority vote for the members at it
Annual Meeting.
SECTION II; No membership in the Association shall be denied, restricted, or
otherwise limited because of the race, color, religion, sex or national origin
of the applicant.
SECTION III: It being the primary purpose of the Association to promote the
sport of trap shooting, the Board of Directors is hereby authorized, empowered,
and directed to revoke the membership herein of any member when said member or
proposed member does, is doing, has done or threatens to do anything detrimental
to the sport of trap shooting with intent to do so, or whose actions are
offensive to a substantial portion of the membership at large.
ARTICLE VI
ANNUAL MEETING
SECTION I: Once each year at a place selected by a majority vote of the members
at its previous Annual Meeting in the State of Wyoming, there shall be an Annual
Meeting of the members of the Association for the purpose of transacting the
business of this Association and for the purpose of electing a Board of
Directors for the ensuing year.
SECTION II: Once each year the place selected for the Annual Meeting of the
membership in the State of Wyoming, there shall be an annual tournament to
determine the various championships, hereafter called the State Shoot.
SECTION III: The Board of Directors shall accept from all Trapshooting Clubs in
good standing with e Wyoming State Trapshooting Association and Amateur
Trapshooting Association of America who wish to apply a request to hold the
Annual Wyoming State Trap Shoot. Said club applying will then be put on a
rotational basis provided that in the opinion of the Board of Directors of the
Wyoming State Trapshooting Association each club has sufficient physical
facilities and personnel to host the Annual Wyoming State Trap Shoot and has
held ATA Registered Trapshoots for the previous two years, and will have
facilities including sufficient lodging and restaurants in the area to host the
Annual Wyoming State Trap Shoot. Each request is to be submitted in writing to
the Board of Directors of the Wyoming State Trapshooting Association. Once a
trap club has hosted the annual Wyoming State Trap Shoot it will then return to
the end of the rotation line if a written request is again submitted to the
Board of Directors of the Wyoming State Trapshooting Association.(Amended

The rotation of the Wyoming State Trap Shoot to be determined by the WSTA
delegates from the trapshooting clubs applying for the Wyoming State Trap Shoot.
If no compromise is reached between said clubs for the rotation, the rotation
will be determined by random means acceptable to all of the delegates applying
for the State Shoot. If any club wishes to withdraw from the line of rotation
the following clubs next in rotation will move up one year. Once rotation is
established any new trapshooting club applying will be placed at the end of the
rotation sequence. The rotation is to be started for the 1990 Annual Wyoming
State Trap Shoot. (Amended 7/1/1988)(Amended 6/1/2005)
SECTION IV: No legal resident of the State of Wyoming shall be allowed to vote
at the Annual Meeting of this Association nor shall they be allowed to shoot in
competition at the State Shoot unless they have been accepted for membership in
this Association and shall have met the requirements thereof.
SECTION V: Each shooter, resident and non-resident, attending any ATA registered
shoot in the State of Wyoming shall be assessed a daily fee, said daily fee
amount is to be set by a majority vote of the members of the Association at its
Annual Meeting but in no event shall it be less that One Dollar ($1.00). It
shall be the duty of the Treasurer, or other officers of the Club holding the
shoot to collect and remit such fees to the Treasurer of this Association along
with an accounting as to the number of shooters paying such daily fee.
SECTION VI: The daily fee as provided shall create a fund, from which this
Association through its Board of Directors shall provide appropriate funds for
State Association functions. These functions shall include but are not limited
to the general administration of WSTA activities and Wyoming State Shoot.
SECTION VII: The Gun Club designated to hold the State Shoot shall submit for
approval its full program to a Committee of three people appointed by the
President of the Association. The Program Committee may approve or modify, 120
days prior to the State Shoot, the program governing the Annual State Shoot. The
State Shoot will be held in accordance with the then current rules of the
Amateur Trapshooting Association. (Amended 4/1997)
ARTICLE VII
Board OF DIRECTORS
SECTION 1: The Board of Directors shall consist of a panel of directors elected
one each from each Gun Club in the State of Wyoming authorized to conduct ATA
registered trap shoots. One director and one alternate from each Gun Club shall
be nominated by its local board of directors, and be presented to the State
Association nominating committee prior to the WSTA Annual Meeting. In addition
to the above directors and alternates, there shall be two “Directors-At-Large”
directors, selected from those whose services to the State Association are for
the betterment of the organization, and/or from those who represent clubs which
do not shoot registered targets, but are integral parts of Wyoming trapshooting;
said directors shall not be from clubs already represented by a director and
alternate. The Nominating Committee shall select those “Directors-At-Large”. The
directors are to be elected and qualified by a majority vote of the Association
members at its Annul Meeting, and are to be elected for a period of service of
one year. Vacancies on the Board from those clubs which shoot registered
targets, shall first be filled by the alternate from that Gun Club, and said Gun
Club shall nominate a new alternate and submit his name for appointment by the
Board of Directors of the Association. A vacancy by a “Director-At-Large will be
filled by Board appointment. (Amended 7/2/1983)
SECTION II: Recognizing that a smooth transition of authority is imperative to
consistent management, should said Annual Meeting be held while the State Shoot
is in progress the newly elected Board of Directors shall not assume their
duties until the successful completion of the State Shoot, except that they
shall elect officers as provided for in Article VII Section IV.
SECTION III: The Board of Directors shall have the power to conduct, manage and
control the assts and affairs of the Association, and to make rules and
regulation, not inconsistent with the laws of the State of Wyoming, or the
By-Laws of this Association, for the guidance of the officers and a management
of the affairs of the Association.
SECTION IV: The Board of Directors shall hold an annual meeting of the Board of
Directors immediately following their election by the membership for the purpose
of electing a President, a Vice-President and Secretary-Treasurer. The President
and Vice-President shall be one of the elected Directors. The
Secretary-Treasurer may be an elected Board member or he may be appointed from
the membership. The President and Vice-President will have term limits of two
full consecutive years in one office. A person may serve more that on two-year
limit, providing it is in a different office. After sitting out one year, the
person may hold the office again for another two-year limit. (Amended 7/4/1997

SECTION V: The Board of Directors may hold special meetings at any time when
called by the President or Vice-President, or a majority of the Board of
Directors.
SECTION VI: A quorum of the Board of Directors shall be that number of directors
that is one member more than one-half the total number of the members of the
Board.
ARTICLE VIII
DUTIES OF THE OFFICERS
SECTION I: PRESIDENT: It shall be the duty of the President of this Association
to preside at all meetings of the membership, to sign with the
Secretary-Treasurer the records of the Association, to preside over all meetings
of the Board of Directors hereof, to appoint such miscellaneous officers and
committees as are necessary to efficiently carry on the activities of the
Association, to see that the purpose for which the Association was organized be
carried into effect, and to call when he deems necessary meetings of the Board
of Directors. The President shall also have the authority to sign all
instruments for the payment of funds if the Secretary-Treasurer is unavailable
to so. (Amended 7/5/1985)
SECTION II: VICE-PRESIDENT: it shall be the duty of the Vice-President of this
Association to assist the President in his conduct of business, to officiate and
act in his place and stead.
SECTION III: SECRETARY-TREASURER: It shall be the duty of the
Secretary-Treasurer to keep full and complete records of any and all activities
of this Association, including minutes of all regular and Annual Meetings of the
membership, and to keep a complete and permanent record of the meetings of the
Board of Directors hereof, to keep a correct roll of all members, to attend to
all correspondence, to file all documents, to collect and deposit all funds of
the Association in a bank account in the name of the Association, to keep
accurate books of account of all funds received and entrusted to him, and of all
expenditures made on behalf of the Association, to prepare a financial report
for the membership at the Annual Meeting, to sign all instruments for the
payment of money, to approve all applications for ATA registered Shoots in the
State of Wyoming, and to perform such other duties as may be imposed upon him
from time to time.
SECTION IV: COMPENSATION OF OFFICERS: The President, Vice-President and ATA
Delegate shall serve without compensation. The Secretary-Treasurer shall receive
an annual compensation in the amount determined by majority vote of the members
and shall be reimbursed for any and all expenses incurred in the fulfillment of
his duties.
ARTICLE IX
HONORARIUMS
SECTION I: The Association shall award to the State Single Champion, or his
runner-up, Ladies Singles Champion, Junior Singles Champion, Sub-junior
Champion, Vet Champion and Senior Vet Champion should any represent the Sate in
the Annual Champion of Champion’s Race at the ATA Grand American tournament, a
sum of money in an amount determined by majority vote of the members. An
individual for each State Shoot may receive only one such award. The maximum
amount to be given out by the WSTA will be $1500.00. That amount is to be
divided equally between the participants with a maximum amount being $500.00 to
each participant. (Amended 7/4/1997)
SECTION II: The Board of Directors of the Association may award an Honorary Life
Membership, without payment of any further membership dues in the Association,
to any member that has reached the age of sixty-five (65) and who, by his past
actions, has contributed materially and beneficially to the sport of amateur
trapshooting in the State of Wyoming and such Honorary Life Member shall have
the privilege of attending any and all meetings of the Board of Directors to
offer his advice and counsel for the good of the Association, except that he
shall not vote at such Board of Directors meetings.
ARTICLE X
ATA DELEGATES
SECTION I: As provided by the rules of the ATA this Association shall elect by a
majority vote of the members at the Annual Meeting an official delegate and two
(2) alternates, who shall be life members of the ATA, to the Annual Meeting of
the ATA at Vandalia, Ohio to represent the State of Wyoming. The ATA delegate,
or alternate when the delegate is not available, is to act as liaison between
the WSTA Board of Directors and the ATA, and as such is a voting member of the
WSTA Board of Directors. The WSTA will provide $500.00 to the ATA Delegate of
Alternate that will attend the Annual Meeting of the ATA. (Amended 7/4/1997)
ARTICLE XI
HANDICAP AND CLASSIFICATION COMMITTEE
SECTION I: The Handicap and Classification committee of the Association shall
consist of President, Vice-President and the ATA Delegate and all WSTA Directors
and Alternates. The ATA Delegate shall act as chairman. It shall be known as the
State Handicap Committee.(Amended 6/1/2005)
SECTION II: The State Handicap Committee shall handicap all Wyoming shooters
according to the rules of the ATA.
SECTION III: The State Handicap Committee shall have the power to rule as to the
eligibility of any shooter to qualify as a resident of the State of Wyoming for
the purpose of becoming a member of the Association or to shoot as a Wyoming
member at the Annual State Shoot, and the decision of the State Handicap
Committee shall be final.
ARTICLE XII
HALL OF FAME
SECTION I: The Association shall cause to be formed a Wyoming State Hall of Fame
to honor outstanding contributors for the purpose of the Wyoming State
Trapshooting
Association.
SECTION II: The By-Laws and general conditions of the Wyoming State Hall of Fame
shall become an incorporate part of these By-Laws.
ARTICLE XIII
ORDER OF BUSINESS
SECTION I: the following shall be the order of business at all meetings of the
Board of Directors, subject to variation by the will of the Board:

ARTICLE XIV
ADOPTION AND AMENDMENT OF BY-LAWS
SECTION 1: The By-laws of the Association as adopted may from time to time be
modified, changed, enlarged, amplified or amended by resolution, such changes
should be adopted by a vote of a majority of voting members of the Association
at the Annual Membership meeting. All proposed changes should be submitted in
writing to the President prior to the first day of June immediately preceding
the Annual Meeting. The President shall furnish a copy of the proposed changes
or amendments to the remainder of the Board prior to June 10 in order that such
changes may be considered by the general membership prior to the Annual Meeting.

SECTION II: These By-Laws are hereby adopted with the express understanding that
the Association is formed with a Not-For-Profit status, and that, should future
unforeseen circumstances bring about the dissolution of the Association, the
assets, after debt, would be donated to a Not-For-Profit organization that
subscribes to the same basic ideals that brought about the formation of the
Wyoming State Trapshooting Association.
SECTION III: These By-Laws are adopted by the general membership at this
Membership Meeting held on this 3rd day of July 1981 at Laramie, Wyoming.
Amendments are as noted.
ARTICLE XV
FISCAL YEAR
SECTION I: The Fiscal Year for the Corporation shall begin on the 1st day of
June of each year.
ARTICLE XVI
At least two months prior to the annual meeting the President shall appoint
three (3) members of the WSTA to be an audit committee. Two (2) members shall be
chosen form the Board of Directors and one chosen from the general membership.
All members of the committee shall be members of the ATA.
The duties of the audit committee will be to conduct a general audit of the
financial records of the WSTA. The committee will then report their findings to
the membership at the Annual Meeting. Such findings may include accuracy of the
records and offer recommendations as to management of the funds and records.
The President may replace any member of the committee as necessary.
The WSTA Secretary-Treasurer shall provide the audit committee with all records
as requested. (Amended 7/5/1993)
